Changes in the leadership of the Commission’s Secretariat

Please be informed that the Head of the Secretariat of the High Qualification Commission of Judges of Ukraine Olena Ponomarenko was dismissed from her position on November 6, 2024.

Starting from November 7, 2024, the Director of the Judicial Career Department of the Commission’s Secretariat Oleh Rybchuk will be acting as the Head of the Commission’s Secretariat.

Two judges were found to be not suitable for the position held, and one judge failed to confirm the possibility of administering justice in the relevant court

On November 7, 2024, the High Qualification Commission of Judges of Ukraine held interviews and determined the results of the qualification evaluation of six judges of local and appellate courts for their suitability for the position held and the results of the initial qualification evaluation of one judge.

Based on the results of the qualification evaluation, the Commission made the following decisions:

The Chairman of the Commission met with representatives of international assistance projects

On November 6, 2024, the Chairman of the High Qualification Commission of Judges of Ukraine Andrii Pasichnyk took part at a regular monthly online meeting of representatives of international technical assistance projects working to strengthen the Rule of Law. The event is traditionally organized with the support of the USAID Justice for All Program.

The Commission recommended the appointment of two judges

On November 6, 2024, the plenary meeting of the High Qualification Commission of Judges of Ukraine considered the issue of recommendations for appointment to the positions of judges.

The judges passed the qualification evaluation and were recognized by the Commission as suitable for the position held.

Taking into account the results of the qualification evaluation, the Commission decided to recommend:

The Commission recommended the appointment of judge

On October 30, 2024, the plenary meeting of the High Qualification Commission of Judges of Ukraine considered the issue of recommending Oleksandr Muzyka for appointment as a judge of the Zhovtnevyi District Court of Mariupol City, Donetsk Oblast.

The suitability for the position of a judge appointed for a five-year term before the entry into force of the Law of Ukraine “On Amendments to the Constitution of Ukraine (regarding Justice)” must be evaluated in accordance with the procedure established by law.

The Chairman of the Commission took part in the presentation of the Shadow Report on Chapter 23 “Justice and Fundamental Rights” by non-governmental organizations

On October 29, 2024, the event “Ukraine’s Path to the EU: Key findings from the Shadow Report on Title 23 “Justice and Fundamental Rights” and the Second EU-Ukraine Bilateral Session on Chapter 23 (Cluster 1 “Fundamentals of the EU Accession Process”)” took place in Kyiv, organized with the support of the EU Project “Pravo-Justice” and a coalition of civil society organizations.
