Commission Members Participate in International Conference in Luxembourg

On July 2, 2025, an international conference entitled “Judicial Governance in Ukraine and Europe: Current Challenges and Prospects for Reform” was held in Luxembourg City (Grand Duchy of Luxembourg) with the participation of Commission members Liudmila Volkova and Vitalii Gatseliuk.

The event was organised by the Luxembourg Centre for European Law (LCEL) at the University of Luxembourg.

Commission Member Halyna Shevchuk Participated in the Plenary Meeting of the OECD Anti-Corruption Network

From July 7 to July 9, 2025, a plenary meeting of the Anti-Corruption Network for Eastern Europe and Central Asia of the Organisation for Economic Co-operation and Development (OECD) was held in Paris, France. The High Qualification Commission of Judges of Ukraine was represented by Halyna Shevchuk, Member of the HQCJ.

In the Appeal Court Competition, Five Candidates Were Found to Possess the Professional Capacity to Administer Justice in the Administrative Court of Appeal, and Three in the Commercial Court of Appeal

On July 14, 2025, the High Qualification Commission of Judges of Ukraine, in plenary session, considered the issue of confirming the ability of five candidates for the position of judge to administer justice in the administrative court of appeal and three candidates in the commercial court of appeal.

Based on the outcome of the qualification assessment, the Commission adopted the following decisions:

Concerning the Assessment of Candidates’ Knowledge of the History of Ukrainian Statehood

The testing of knowledge of Ukrainian statehood history, scheduled by the Commission on July 4, 2025, as part of the qualification examination for candidates for the position of local court judge and judges who have expressed their intention to be transferred to another local court, will be held from July 15 to July 24, 2025, in two venues:

1) the premises of the High Qualification Commission of Judges of Ukraine at 9 Henerala Shapovala Street, Kyiv.

The Plenary Session of the Commission will Assess the Suitability of the Three Judges to Hold Judicial Office

On July 11, 2025, the High Qualification Commission of Judges of Ukraine held a meeting during which interviews were conducted and the results of the qualification assessment of four local court judges regarding their suitability to exercise judicial functions were determined.

Based on the outcome of the qualification assessment, the Commission adopted the following decisions:

The Commission Has Commenced Interviews with Candidates for Judicial Appointments to the General Courts of Appeal

On July 10, 2025, the High Qualification Commission of Judges of Ukraine held a meeting during which interviews were conducted and the results of the qualification assessment of three candidates for the positions of judges of the general courts of appeal were determined.

The interviews began with candidates who applied to participate in the first stage of the competition for vacant judicial positions at the Zhytomyr Court of Appeal.

As Part of the Competition for Positions in the Commercial Courts of Appeal, One Candidate Demonstrated the Professional Capacity to Administer Justice, while Another Did Not Meet the Required Threshold of Judicial Competence

On July 10, 2025, the Second Chamber of the High Qualification Commission of Judges of Ukraine held interviews and determined the results of the qualification assessment of five candidates for the positions of judges of the appellate commercial courts.

Based on the outcome of the qualification assessment, the Commission adopted the following decisions:

On July 04, 2025, the High Qualification Commission of Judges of Ukraine published lists of basic test questions on the history of Ukrainian statehood, general knowledge in the field of law and each court specialisation (administrative, commercial and general) with correct answers.
