The IDLO Project “Supporting the Sustainability of Judicial and Good Governance Reforms in Ukraine”

The International Development Law Organisation (IDLO) is an intergovernmental organisation founded in 1988 that focuses on promoting the rule of law and sustainable development, helping people and communities defend their rights, and providing advice to partner governments on implementing the rule of law. The IDLO network has thousands of experts working in more than 90 countries around the world. 

On 31 July 2025, the High Qualification Commission of Judges of Ukraine and the International Development Law Organisation (IDLO) signed a Joint Action Plan for the implementation of the international technical assistance Project “Supporting the Sustainability of Judicial and Good Governance Reforms in Ukraine”. The project will include measures aimed at strengthening the institutional independence, transparency and capacity of the High Qualification Commission of Judges.

Project implementation period: 1 April 2025 – 31 March 2026.

Development Partner: the Government of the United Kingdom of Great Britain and Northern Ireland acting through the Foreign, Commonwealth and Development Office (FCDO).

Project goal: strengthened effectiveness, transparency, and accountability of Ukraine’s Judiciary and selected public institutions.

Project objectives: to provide technical assistance in strengthening institutional independence, transparency, and capacities of the HQCJU through:

  • assisting with introducing and applying new judicial ethics principles, unified integrity evaluation indicators to judgeship competitions and qualification assessment;
  • supporting the HQCJ and PCIE with organizing an open and merit-based competition for the vacant High Anti-Corruption Court (HACC) judgeship positions;
  • assisting HQCJ and the Expert Council with organizing a meritocratic selection of judges for the Specialized District Administrative Court and Specialized Appellate Administrative Court;
  • facilitating the revision and improvement of the existing and development of new legislation knowledge tests and practical legal cases for judgeship competition and qualification assessment procedures;
  • contributing to the development of new tests on the knowledge of the history of the Ukrainian statehood;
  • providing logistical support to organizing tests and interviews as part of the judgeship competition and qualification assessment procedures;
  • drafting amendment proposals to the national legislation and carrying out advocacy work;
  • supporting awareness raising campaigns for the judicial competitions.
